North County Fire Protection District Receives Updated Rating from the Insurance Services Organization

The North County Fire Protection District; which services the communities of Fallbrook, Bonsall and Rainbow; has recently completed a re-evaluation by the Insurance Services Organization (ISO) and received a Public Protection Classification (PPC) of 3/9. This is the same rating that the department received when it was last rated in 2005.

ISO is a private company that provides fire department rating services which are used by the vast majority of insurance companies to set rates for property/fire insurance in communities. ISO’s PPC plays an important role in the underwriting process at insurance companies. In fact, most US insurers – including the largest ones – use PPC information as part of their decision-making when deciding what business to write, coverage’s to offer or prices to charge for personal or commercial property insurance.

PPC is also important to communities and fire departments. Communities whose PPC improves may get lower insurance prices. PPC also provides fire departments with a valuable benchmark and is used by many departments as a valuable tool when planning, budgeting, and justifying fire protection improvements.

NCFPD’s primary rating for most of the District is Class 3 on a scale of 1 – 10. Class 3 fire departments represent the top 10% of fire departments in the nation – there are fewer than 3,000 Class 3 departments out of 35,000 fire departments nationwide. A portion of the rating is dependent on firefighting water supply. The Class 9 portion of the NCFPD rating is for those properties that are more than 1,000 feet from a fire hydrant - a small number of properties in the most rural parts of the District.

NCFPD was rated a 5/9 prior to the 2005 rating process and was pleased to be able to offer a substantial improvement in rating at that time. “We are extraordinarily pleased that we have been able to maintain our Class 3/9 rating, especially in these challenging economic times when so many fire departments are reducing or eliminating service,” said NCFPD Chief Bill Metcalf.

December 3, 2013 - The Sewer Lines Are In:

Last week the contractor  trenched the north section of the station and installed the sewer lines.  They had these lines inspected and backfilled prior to the rains over the weekend.  Today they started trenching the apparatus floor area and the south end in order to install the next section of sewer lines. 

Temporary power is scheduled to be installed this week and the electrician was there laying out his work.  The concrete contractor will be there this week and begin the forming of the slab.

CALIFORNIA LEGISLATURE AND THE STATE BOARD OF FORESTRY TO IMPLEMENT SRA FEE: Fallbrook, Calif. — In early 2011, The California Legislature adopted legislation that required the California Board of Forestry and Fire Protection (BOF) to develop and implement a program to assess a fire prevention fee on homeowners within State Responsibility Areas (SRA).  In November 2011, the BOF voted to adopt regulations to implement the fee mandated by the Legislature. The annual fee of $150 for the first structure, $25 for each additional structure, will go to help fund prevention activities on SRA lands. A $35 credit will be given to those who live on SRA lands, but pay for fire protection from a second agency. There have been and are ongoing attempts to overturn it; however, the fee is currently scheduled to start being assessed beginning in August.

The SRA bill, which will be separate from your property tax bill, will be invoiced by the California Board of Equalization to be used for fire prevention services and programs provided by the state. According to Cal Fire’s website, this may include “brush clearance, defensible space inspections, fire breaks and public education programs. A portion of the fee may also be used to fund the extraordinary efforts taken by CAL FIRE to prevent the expansion of wildland fires during emergency situations.”

The decision to assess the SRA fee was not an immediate one. In 2004, SB 1049, was enacted and imposed an annual fee, to be collected on the county level to fund fire prevention activities, on all parcels of land located within SRAs. However, before any money was collected, the fee was repealed by SB 1112. The fee was revisited during the 2007-2008 budget process at the suggestion of the Legislative Analyst Office (LAO) as a means of recovering costs for services provided to private beneficiaries and the BOF voted in favor of the fee during their November 2011 meeting.

CAL FIRE has developed a web site with information about the SRA fee. The site includes a number of helpful links, as well as the phone number to the SRA Fee Implementation Center. The web site can be accessed at http://www.firepreventionfee.org. Also, the BOF has a tool on their website to help residents determine whether or not their home is on SRA lands. The tool can found at http://www.bof.fire.ca.gov/sra_viewer.
