NOTICE IS HEREBY GIVEN that the North County Fire Protection District (“District”) is soliciting proposals from an experienced, qualified Firm (“hereinafter interchangeably referred to as Firm or Proposer”) to provide HAZARDOUS VEGETATION AND RUBBISH ABATEMENT SERVICES as specifically outlined in the RFP (“Services”) for the North County Fire Protection District.  The overall goal is to reduce public nuisance and the threat of fire spread in accordance with the requirements of the NORTH COUNTY FIRE PROTECTION District Ordinance 2000-1, which includes forced abatements as necessary.  Copies of said Request for Proposals (“RFP”) are available from the District by contacting Loren Stephen-Porter, Executive Assistant at 330 S. Main Ave, Fallbrook, CA  92028, (760) 723-2012, or by email to  during the hours of 8:00 am to 5:00 pm, Monday through Friday.

In general, the successful Proposer will provide Services including but not limited to:  hazardous vegetation and rubbish management and abatement, landscape vegetation defensible spacing, tree trimming, removal of brush, dead trees, combustible debris and mowing of weeds and grasses on occupied and vacant properties, around structures and along roadways.   Under this Program, at the direction of the District, the contractor would perform forced abatement of these hazards and related hazards when owners fail to bring their properties into compliance with adopted ordinances. Under this contract, contractors would be paid by the District for services rendered upon completion of satisfactory service. 

The successful Proposer shall provide all necessary management, supervision, labor, training, parts, tools, equipment, vehicles and supplies required to provide the Services as defined in the RFP and consistent with generally accepted practices.

The successful Proposer must possess any necessary license(s) and/or certification sufficient to perform the services as are described in this RFP or may be required to meet the District’s needs; and possess liability, vehicle, workers’ compensation and other insurance as per the District requirements at the time of award.

The District will receive such proposals in the offices of the North County Fire Protection District, Attn: Stephen Abbott, Fire Chief/CEO, not later than 2:00 p.m., on Friday, June 30, 2017.  Proposals must be submitted in a sealed envelope plainly marked on the outside “PROPOSAL FOR HAZARDOUS VEGETATION AND RUBBISH ABATEMENT SERVICES – DO NOT OPEN WITH REGULAR MAIL.”

All questions must be put in writing and must be received no later than 1:00 p.m., on Wednesday, June 21, 2017 and will be responded to in an addendum format by 4:00 p.m. on Friday, June 23, 2017. Requests for clarifications, questions and comments must be clearly labeled, “Hazardous Vegetation and Rubbish Abatement Services – Written Questions.” The District is not responsible for failure to respond to a request that has not been labeled as such and addressed to Stephen Abbott, Fire Chief/CEO, via mail at:
There is a Mandatory Pre-Proposal Meeting, which is on Tuesday, June 20, 2017 at 9:00 am at the Roy Noon Meeting Hall, 231 E. Hawthorne, Fallbrook, CA.  The purpose of this meeting will be to discuss the District’s expectations of prospective contractors as well as answer any questions. 

The District reserves the right to reject any or all bids, to waive any irregularity, to accept any bid or portion thereof, and to take all bids under advisement, or cancel or revise the RFP for any reason.
